Most of us i assume have no access to any sort of a firearm. So here's one option available to anyone to make his/her own ctb shooting device. I dont call it a gun cos its basically only the most important part that we need, depends on your diy skills really. You can put in some work and make it resemble a real gun or just the barrel with a crude stock to hold on to.
So first thing we need is a steel pipe lets say 1 cm in diameter, 50 cm long for the barrel. A peace of wood to attach the barrel to - stock. The walls of the pipe must be strong enough to withstand the pressure. Assuming its a regular unhardened steel you should be able to close one end with a hammer easily - flatten one end and fold it. Now we need to drill a 1mm hole near this closed end for ignition.
Congratulations! We have a barrel for our muzzleloader!
Now its time to prepare the lethal charge, for that we will require 2 standard match boxes - we use match heads for the "gun powder" - scrape them off with a knife or something. the amount of powder depens on dimentions of your pipe - 1cm by 50cm 2 full boxes should be enough. For the bullet we can use lead and make a ball out of it, or a short 1,5cm steel bolt with nuts will do - it must fit in the barrel as snugly as possible.
Pour the match gunpowder into the barrel plug it with a largish cotton ball, put your bullet in and cover it with another wad youll need a long...whatchamacallit... Its a long stick to load muzzleloaders cant remember the word...
When you light it up through the hole the powder will propel the bullet with enough force to penetrate an average cranium. Test it on a plywood board or something, play with projectiles and powder charges There will be recoil so stock is a must.
Dont use real gunpowder in this scenario! It will blow the pipe open.
Anyway, just an idea, im sure it might work as well as a real gun in terms of speed and lethality. Testing it is crucial here tho make sure it has enough penetration, practice. I used to make guns like that when i was a kid with stock percussion cap locks and everything... Good luck!
