Try rewriting notes as many times as possible until they stick into your head. I'm not sure how your exam questions will be like but physically writing, and rewriting without the original by trying to remember what you originally wrote as notes will help you.

You can sign up to Quizlet and look through some of the flashcards on there. I also find that rereading my notes out loud really helps when it comes to memorizing them, along with trying to paraphrase them. I find that doing this before bed to be especially helpful.
Rewriting notes can be good but I find that it isn't very helpful if you are studying last minute due to how time consuming it can be.
@EvisceratedJester I understand your point about time-consuming, in that case what I've done before if I had too much notes was make my own flashcards on the notes with a question at the front and an answer at the back (once again all handwritten on paper) and try to answer the question in your head before looking at the answer on the other side (speaking out whilst doing this like you suggested can be really helpful as well). If you're running out of time completely, you could use Quizlet's as a guide to make your own flashcards.
In short, your last minute revision should include an element of recall and an element of handwriting for the best results!
