Tough to answer the background questions without knowing the state you're in. Regarding shooting, there are some states/counties where you can shoot outside on certain areas of public land that wouldn't have to be an outdoor range. At a range though, people will leave you alone if you aren't interested in being trained (barring doing things that are obviously unsafe like walking around with a loaded weapon or negligently aiming or firing the gun).
