Hello, I want to ask what are the necessary precautions I need to take before contacting A? I understand I should use Tor and an encrypted email address, but what are other things I should take note of before even e-mailing him?

Not much to do really, create a protonmail address and send your email. It hides your IP and encrypts the message.
Really that's all you need. No need for proxies or tor for this purpose.
