I want to get same "neck band" that this girl has on this video. What's this and where can I get it?

Do you know what's that? Does it tighten up when going down or it's fixed? Or how can I make it myself? I want something like this, with full width of band around the neck and some point of attachment (for hook) behind it. Sorry if my explanation is bad.
