You need a minimum amount of activity on the forum to unlock certain capabilities, like direct messaging, chat access and so on.

Requirements to enter chat has been changed

As others have said you need to have made enough posts and have your account exist for at least 24 hours.

For profiles some people will not allow access to it for others and some will.
