Easy; just type @ and then start typing the username, and some will be suggested, narrowed down the more you type. Note that deactivated accounts can still be tagged but won't be suggested, so you have to type them perfectly (of course, no one is on the other side to be notified...)

Most of the acronyms are chemicals, except CTB which is obvious. There's a guide to acronyms somewhere but I forget where. After a few days you'll be able to use a search function.
