I have the ability to "like" react, but when I hover over the Like button no other reactions show up. I don't think I have any cookies or cache data, and the problem persists when I switch to a different browser.

I sometimes have that problem when on phone. I was able to fix it tho by closing application and opening it again. Weird yours isn't fixed by just restarting the browser

I don't think so. It definitely not a permission thing but an error with the ui itself.
