I think I often talk negatively about trash TV, yellow press or real life gore. But maybe I am too judmental. I want to say not all people who have these behaviors are voyeurs but some are. I don't name a percentage but there is probably a certain voyeuristic component why some people do this stuff.
In my country there is a bill which punishes people very hard if they record victims of traffic accidents. Many people hinder the police or the emergency service to do their job. Maybe this is a form of very bad voyeurism because it has concrete impact on the victims. In other cases one could rather argument about dignity or mental problems which could occur. For example when people get filmed in the sauna and uploaded on the internet. I think this can destroy lives and I am sure it already does.
I think it is difficult to measure how bad this behavior is. To some extent being a voyeur is completely human. It appeals to our most primitive insticts. This is why "sex sells" or other marketing tricks can get us. Envy other people or being anxious not to be part of the peer group can seduce us to buy a new product.
The prmitve insticts are the reason why trash TV has so high ratings. This is ethically not that horrible in my opinion. But there is also very immoral behaviors like the sauna or traffic accident example. It probably has to be evaluated from case to case.
