A quick question about the tourniquet method

Does the ligature have to completely cut off the blood flow? I've been trying to find the sweet spot for a few days now and I'm always checking with my fingers above the ligature to see if i can still feel a pulse. Is the point of this method to just reduce the amount of blood going to the brain or completely cut it off?

It depends on how well you do it. The point is to completely cut it off.
