Unfortunately, I can't tell the following things from your picture alone:
  • What the breaking force is
  • What the elasticity is
  • How you plan on securing that material either around your neck or to an anchor point
As a result, I can't really tell you if it would work for hanging - and I would need to know all of those things to be able to say for sure. Here's what I can say, though. The material looks braided, which is stronger than if it were twisted. It looks pretty wide, which means you'll need to apply more force to it than if it were narrower. And it doesn't look like rope, which makes it suboptimal for hanging. Best of luck, friend!
