Why Isn't Nembutal More Popular Today?

They're sold a lot on the darknet. Aren't they just as effective and painless as Nembutal? Carfentanil is supposed to be much more potent than Nembutal (or anything else, really); it's been used to euthanize elephants, for example.

Carfentanil sold a lot on dw, I haven't seen any on dark web.
