I think it has to do with the amount of time you have been here + amount of post you have yet to make and then profiles will be accessible to you
UNLESS the user who's profile you're on has their profile limited to friends only

Most people's profiles are set such that nobody else can visit them. Only a few actually bother to change it. Though why would you want to visit other people's profiles anyway?
