Everyone has a past. Are there people who act in evil ways who are "innocent" more or less? A product of their genes and environment. And people who commit evil actions who are actually evil?

Maybe one had to think about free will. But even if we don't assume there is a free will. There needs to be punishment otherwise our system would have the wrong incentive structures. Evil actions need sanctions and not rewards. By evil actions you can gain a lot of profit. But in capitalistic societies. Isn't manipulation often rewarded? Deceiving when it is legal is rewarded usually. Politicans need the skill to lie. The same goes for CEOs and managers otherwise they would not be fit to the job.

Are there objective evil actions? And "evil" actions that can be justified under certain circumstances?

I noticed by having a lot of clinic stays that many people with mental illness have a story. That something really bad had happened to them which made them this way. And it is very easy to judge about these people. Personally, I think I value intelligence way too much. I think my self-confidence is very low and I define myself over intelligence. This might come across as looking down at others. It is all really shallow and a sad existence. But I was not born like this. I think people with a lot of pain have more often bad traits. Some are unfaithful to their partners. Some become abusive. I think though many evil actions when the people are self-aware of it come with a lot of self-loathing. But this often makes things worse. In order to compensate the self-loathing the people are prone to more actions that can be considered questionable. And people who cannot cope with that might commit suicide.

But not always does self-awareness mean having a guilty conscience. Are these people actually evil? I think sociopaths have some sort of conscience. But psychpaths don't. Sociopaths end up in prisons. While psychpoaths when they are smart end up being CEOs. (dark triade traits) Talking about incentive structures how is this fair? And how could we avoid such results. I mean many CEOs supported Trump and prepare for end times.

Idk if pity is the right word, but yes they feel bad enough and will never recover. But human nature is to not be nice to those who have caused harm
Companies stop working with them, friends disassociate etc.

Should they repent and feel remorseful, we should forgive them just as God forgives us. Now, that doesn't mean we have to be best friends with them, but we shouldn't be dogpiling on then in confession threads as I've seen once here. :/
