how can i send a delayed message about my ctb to the police? would sending a timed email through gmail trigger any alarms that would notify law enforcement? if it matters im from the US

A dead man switch? Look up Thunderbird or Betterbird, which are made by the same people as the Mozilla web browser. It will ask for permission to connect your mail account. Extra bells are installed as plugins, check options for sending drafts in advance.
Do not test with the police line or the final message if you manage to set it up. A Google Maps link to your exact location like 8 hours past your death should be ok methinks? Else if you're booking an hotel room, time the cleaning hours and checkout.
