Tell em you're using it for manufacturing electronics products or something. Just look up what the gases are used for and come up with a story. I doubt they'll care enough to probe into it. Nobody gives a shit anymore anyway

Here in Germany, that's the case with the "Party Factory" brand. It also makes the rest of the setup much easier and cheaper. When I still lived in the US, the canisters I found were mixed with hair.

The largest ones are 400l, which is around 50€. They have a regulator without a gauge. The flow rate depends on how much you open it. You can test run with a ballon to get a sense, but if you want precise measurements you will not only need to buy a flow meter but also figure out how to attach the canisters to the flowmeter.
AFAIK, 800l is more than enough, so even when the cumulative flow rate is higher than 15l/m you should be fine. I remember reading several case studies with successful outcomes.

You can get them at every branch of the global construction chain "Bauhaus". Maybe they were filled before the shortage... I have two of them sitting right in front of me.
PS. you can also get sufficiently decent flowmeters at Amazon for 20€
Just enter "LZQ-7 Flow Meter 2-20LPM" in their search field. You would then need to connect the flow meter and the bottles with oxygen tubing and a T-piece. No rocket science.
