i've seen through some suppliers selling SN, but they all require a 'declaration of use'. what is this declaration of use, and is it possible for me to bluff through whatever it is?

if this declaration of use is pretty impossible to overcome, are there any alternate sources of high purity (>95%) SN in the UK i could purchase from?
