Otsu city suicide (2012)

Does somebody know about this incident? It made really big headlines in Japan during 2011-12 and was a pretty big one, as it started passing laws on anti-bullying protection. However I can't find any English or other language information, it looks like the incident is staying in japan and forgotten to the 2010s.

What I found:
It was a teenage boy (13 yo?)
Commited suicide by jumping caused by bullying
