I'm not sure! they say that after you've been on the site for a while and send a certain amount of replies it comes available? Not sure, it just showed up for me :p

I've been trying to figure that out myself. Everyone is paranoid. Can't really blame them as some people think they have a right to tell you wether or not you can CTB.
