I know on other forums, if you have a line through your name, you were banned.

The line through is an older forum system that seems to not be up to date.
It doesn't always mean assumed ctb. It can also include situations like bans, sometimes voluntary. I voluntarily banned on my old account, but it didn't get a line though - much to my surprise when I came back.
