I'm not thinking a cult. I was thinking of a place. And it doesn't have to be completely perfect. Bikini atoll with the leftover radiation would be fine if you think about it!

And you're not killed. You just have an opportunity to either stay for up to x days and then are asked to leave or you may stay for up to Y days to help on the island, care for visitors and maintain the serenity and peace. No murder or capital punishment or whatever else are the dark concerns of horror films. Can the vision exist?

Well just a reminder that if you borrow money/take out a loan then all monies are paid from your estate (items you own/money you have) or money you have gifted for the last few years. But the money cannot be recovered from your next of kin so you can actually just lend the money from places regardless of the APR (no plan to pay it back) and wah-la! Money for the not-a-cult-cult. This is only true if you actually die though. They'll come for you if you don't and won't lend it to you if you make it known what you want it for.

They can't track me down if I'm in my own country in the middle of the ocean. Can't subpoena a foreign leader. They'd just have to eat it.

Nah, SS was a historical prefix given to steam ships before their names. So your version would have to be 'The S.S. S.S.S.S.' (The Steam Ship Sanctioned Suicide Sinking Ship).
