isn't this more evidence towards self ligature strangulation being quite possible to achieve? Is there a reason that younger people would come to more harm with this, physiologically?

Not completely sure, but my guess is that kids that die from this don't have a fully developed sense of SI and death in general. They think that they can just keep "chasing the buzz" until they don't want to anymore, and don't realize that the time between "okay, I'm done" and "oops, I'm dead" can literally be seconds. As adults, we are more likely to realize what it means and how it feels when death is closing in. Or, maybe they are just wanting to ctb and stronger than we are. Who knows?
Autoerotic and Choking Game are opposite ends of the same issue, reducing bloodflow to the brain and the high that can go with it. Those choking are not trying to die so SI has not kicked in.
If more people trying partial could unlock that door and add some naughty fun to the attempt, we would have a lot more successes.
