knowing what I know now about mental health and homelessness I would build a city.
The inhabitants would have to work but they would have good jobs with manual labor and mental labor and fixed hours. For those that could hardly work at first that would be no problem. They just put in a few hours a week. Homeless people who did not have mental problems can work more and they would be well paid.
There would be companionship.At least if you could not hold down an intimate relationship you might get some happiness from helping others and having friends like yourself. There would be horses, dogs and plenty of other animals to look after.
All the other cities could stop demolishing homeless camps every year and just funnel those people to my city. The money they save they could send to me. They can rebuild their camps in my city and help out to run it.
Homeless people on drugs could have as much as drugs they want and if they OD that would be sad but it would be ok as well. If they wanted to detox then there would be clinics for that in the city.
Criminal people would be dealt with as they deal with others.
There would be a university whose sole function was to cure mental health.
There would be nembutal on demand for those who wanted out. But there would an evaluation period and a panel of friends/family and experienced councilors (who are/were homeless/depressed etc)
