I can't answer your question, but I am sure the time till you pass out will be awful. I remember once when I was snorkelling and there were waves and I wasn't really used to snorkeling at the time. Therefore I breathed in some water and it took a moment till I could get it out and take a breath of air. Although there was no real danger whatsoever as I was close to a boat and plenty of other people, the moment I breathed in water and couldn't get any air I was filled with dread and panic immediately.
Therefore I wouldn't advice drowning unless you either can make sure you are unconscious from the start or really don't care about suffering.

"Hypercapnic panic response" is the term you are looking for. If CO2 builds up in your blood (which it will after at most a few minutes if you cannot breathe), it causes an intense panic response. Hard to answer exactly, I believe it would depend on several factors, but somewhere on the order of minutes. Certainly not an hour and for sure more than a few seconds. I suggest reading the review @mustard tiger linked, if you are able to. I am going to do so myself now. - Quelenna
