And I was wondering if this is relevant at the moment? Or in which countries can a foreigner still buy weapons? I would not consider this option if I could legally purchase weapons from myself

In Austria and Switzerland, but only EU-citizen and EWR-citizen with main residence. So if you are a EU/EWR citizen, you would have to immigrate to one of those countries to be able to buy a weapon.
