Method Helium Question.

I have a helium tank and I have purchased a regulator as well. The regulator has 2 dials: one of them is a low-pressure gauge. It has only kPA (kilo-pascal) and PSI. The kPA ranges from: 0- 2800. The PSI ranges from: 0-400. How would I convert these to 15 liters per minute?
