I wrote a research paper on this subject once upon a time.
Just curious to start a discussion.
The 1420 mhz hydrogen line, we've managed to do a fairly good at keeping that in check globally. Don't broadcast at this frequency, leave it for the astronomers studying the hydrogen clouds of the universe. So we can do things like this. Another one is there does seem to be a sort of self control in that we've had the ability for human cloning for years now. But nobody's done it so far as we know.
It just scares enough people that nobody does it. Nobody goes past a certain line just because it's too scary. You're always going to have someone who breaks the rules somewhere.
Will be located in secret labs in Shenyang and Siberia and other places.
1. Who would it be available to first?
2. What would it be used for?
3. What are the moral and ethical implications, including unintended consequences?
