I can think of two reasons how deliberate hyperventilation prior to asphyxiation techniques like hanging or inert gas can help overcoming inhibition and panic.
When you hyperventilate you essentially breath out CO2 faster than it can build up in your blood. This increases the PH level of your blood causing problems with delivering the plentily available O2 to your cells. This is what causes the fainting (Bohr effect). You have 99% SpO2 but your cells can't acces the oxygen. So being on the verge of fainting or even better having fainted will obviously help with submitting to the final and fatal stage.
The other thing is that panic occurs if your CO2 level raises to a critical threshold registered by sensors in your carotid artery. If CO2 is low then consumption of present O2 will delay the moment when your body detects critical CO2 and by that indiretly missing oxygen.
I would also like to mention that deliberate hyperventilation can be applied as breathing exercises which are as simple as cathartic. Especially for us folks it might be a highly rewarding experience to cause fainting or changed conciousness simply by breathing differently. If you want to learn more about it - have a look at Wim Hof method, Pranayama, Breathwork, Biet Simkin etc.
The Wim Hof method is surprisingly demanding to get right . But the method from Biet Simkin had me blacking out a couple of times without much effort. Interestingly "blacking out" is actually not really fitting the experience as it is more some sort of a movie playing in your mind. I also noticed that having drunk alcohol (not excessively - just a drink or two) and some Cannabis will help with fainting. The breathing becomes so intense at some point that it feels unbearable. Then just holding the breath with arms up and it's game over. You'll have to make sure you can't hit your head. I almost broke my nose once by just falling over on it.
