What does it mean when you see a name crossed out and it just has deleted member and some numbers?

I was wondering why some deleted members still have their usernames and some just have deleted member and some numbers.

I believe it's a privacy measure whereby users can request that their username be fudged after they self-ban.

Is there an automatic disable feature too due inactivity?
