maybe? (at least for 26-28C vs 3-5C.... tho with low temps, one can put on anything from jumpers to snow gear.... with high temps, applying water to self does work, but it's a chore)

same.... 13-23C is nice, on the low side, going fully under a blanket with jumper works... on the high side, very light blanket and t shirt works

yep, 13 on a cold damp windy night is COLD whereas 23 in the still sunlight is HOT.
no need for more or less. 23 indoors is perfect for me :]

I made a similar device. Use pvc pipe, a reservoir, a pump and fan. 4 cross pieces of pvc with tiny holes in it. Reservoir with cold water and ice to further cool the water. Pump the water up and out the cross pieces, blow it inward with the fan. It wasn't an air conditioner but it did make the room a lot nicer than without it.
