I don't think so, but it depends on how strong this thing is connected to the ceiling. There are low chances it will support you weight. You can try, in the worst case you end up dead with big fan on you head.

Do you know those coat hangers you put over the upper edge of a door? I think those would do nicely for partical suspension. Experimenting here atm....
Amazon product ASIN Really cheap to get aswell

It relies on fun anchoring.I do not think that the anchor screw could stand up your weight. Difficult.
Partial hanging does not work.

Seems unlikely. You can (and should) test your anchor point by attaching the rope to the anchor point and trying to support your weight (by trying to lift yourself off the ground with your hands, for example). I wouldn't think it would work, then again, I've seen some hanging suicide videos posted online where some poor soul managed full suspension from a ceiling fan, so it's obviously possible.

Well... there's no substitute for proper planning. Might be calming too (it was for me). Test your rope. Does it support your full weight? Test your knot. Does it slip easily when you apply weight to the rope? Do recon on your location(s). Are they secluded enough to provide privacy? Is one time or another better? Test your anchor point. Does it support your weight? Test your reactions. Are you willing to experience the feeling of the rope squeezing your neck? Do you feel confident that you'll be able to make the step to go through with it?

There might be more, but that's basically what I did (for a different method). It helped.

Right, can't control everything. When I was in my teens, living with my folks and very suicidal, I'd sneak out at night looking for a good, secluded place to die. Didn't find a good enough spot, obviously, but you can do that kind of reconnaissance when you're out doing normal things during the day. Look for spots a little bit out of the way, see if there's a tree or an abandoned building or even an alleyway with poor lighting, and make a note. Swing back to check on promising spots when it's getting dark or early in the morning before people are up. If you've got enough privacy and seclusion in any spot to test setting up a rope, that's promising. See if you can stake it out for half an hour one night, and if anyone would see you there.

You can do a lot of that kind of recon without raising suspicion, and even if you don't go through with it, a lot of people find peace in having a good plan, and knowing they can go out any time they want. I'd focus on that, if I were you. Doesn't sound like you can do anything about your shitty situation, but if you do something you can control, like putting together a suicide plan, that might help you feel better. And if it doesn't... well, you have a plan put together, which will help you succeed in going through with it.
