From what I've read a lot of deaths by drowning seem to be accidental. But purposely drowning does sound like an awful and difficult way to ctb. I can imagine that the SI must kick in. I think that you are right that they mustn't be able to swim and this allowed them to die that way.

Possibly hypothermia- depending on how cold it is- I know it causes confusion- probably makes it harder to get out- if there is no one around to help. I imagine if that doesn't kill you, then drowning might after you become too exhausted to keep treading water/swimming. Sounds terrifying to me.

Canals in my area (US Southwest) are very steep on both sides. Not uncommon for even experienced swimmers to drown as they cannot find an area to hold on due to currents.
