the Mainboard, hard drive and you are kinda bad. What's your budget and the country where you live. Maybe building a computer instead of buying one will be better and you get better performance for your money with self assembled computer than with those pre-build ones.

If you only want a computer for GTA 5, then a used sapphire Rx 580 You with 8gb of gram should be enough. I'm also using that GPU for playing Cyberpunk 2077 and I'm getting like 80fps with that GPU

Yeah, but trying to get a GPU near MSRP is super hard at the moment...... at least with a pre-built you're not paying scalper prices (as OEM's can still get them cheap-ish from NVIDIA/AMD or board partners)

Most gaming systems from the last few years will be able to play GTA V really well, considering it's almost 10 years old soon, but your mileage will vary with newer games.

The silicone shortage and crypto-mining has increased prices due to lower supply/higher demand. I'd strongly advise waiting until winter (or until next year) if you can wait that long, hopefully things will return to normal by then, because nothing is "value for money" at the moment.

WTF? I never imagined that even the prices went so high.
I used to buy those Shapphire RX 580 8gb cards for around 80-200$ :P
