Smells like bullshit to me, as far as I'm aware it is against American law to sell it to the general public. If you were going to sell it you wouldn't bring attention to yourself with a domain address like that.

And you certainly wouldn't post your whereabouts and contact details.
Maybe it's a DEA sting.

I agree with @Johnnythefox - that website looks like a scam.
