Technically they can do that whenever. But I have not heard much stories about that. Usually this happens when something illegal is done.

If you are concerned enough to do something about your ISP knowing where you go online, you could use a VPN. I'm using one right now as I'm typing this.

maybe they request if its like a mass killing then suicide or some shit. dont know though.

If it is an obvious suicide and family doesn't press for more answers (like a young person/minor and they want to know what happened), I would think not. If it was not an obvious suicide and was a suspicious death with no obvious cause, like gas method with equipment removed, perhaps yes.
