There is no such thing as a legitimate hitman hire available over the Internet in any way shape or form, from the clear net to the deep web. Every single "hire a hitman" page is a honeypot to attract suicidal people or murderers who are then arrested and can be charged with the intent to kill someone, or forced to receive psychiatric help.

It isn't legit. Either that or it's a scam.
