Yes, unfortunately this is extremely unlikely to be successful. Survival instinct will always kick in, even with a degree of chemical sedation added. Drowning only works when you are physically prevented from saving yourself, such as reaching the point of total exhaustion in deep water which is a significant distance from land.
There is a specific technique called shallow water drowning you could search for on the forum, although I don't know much about it.

Even shallow water blackout is hard to do, i have been trying for weeks. Also, weights have to be really heavy because when SI kicks in body wants to turn superhuman. Tried drowning with both shallow water blackout and weights. Needs more weights.
