Someone is lighting firecrackers to harass me

People have been harassing me based on my thoughts. I can't prove it for sure but I think my neighbor(s) are lighting firecrackers to punish certain thoughts. Tokay I had to take my dog out. I was wondering whether to use headphones or not. As I walked from the basement floor to the main level I wore them and heard a loud noise similar to an explosion. I think I had a "prohibited" thought. I hadn't even left the house yet. Is this fair? How should I deal with this?
