Site wasn't blocked in Aus for a while

Just tried to reach the site without a VPN. Looks like they've blocked it again. Will I get banned using TOR?

I've been using TOR to access SS for ages now and haven't had any problems. Also in Australia.

There are rules about who can REGISTER using VPN, and how. Once you have your account, you can use a VPN, it is in fact encouraged on the Rules&Info page:
