Pure "usable" helium is still bought & sold in the same places where you'd find pure nitrogen and argon.

Exactly. "Industrial grade" gas tanks with high purity contents are still available. "Contaminated helium" problem is restricted only to balloon party sets to prevent people from fainting/dying while having fun witch voice changing. Thing is, "industrial grade" tanks are usually bigger, more expensive and require pressure regulators

And worth noting... the "purity" people talk about has nothing to do with the gasses themselves. They are by definition pure... but the tank containing them might contain other gasses, hence making them impure... but the nature of these gasses is that they don't combine with anything... so by definition cannot be impure themselves.

And... such gasses don't "spoil" or "go bad" over time. BUT, tanks are flawed and imperfectly sealed... and stored long enough, especially in non-ideal conditions or orientations, will leak... and you eventually might not have as much as you needed IF you store them for too long before using.

600L compressed Nitrogen needs a relatively small tank, about 5L. And non pure Nitrogen or less than 99.9% will be useless to welders using it, so there is no danger it would be changed. I assume its the same for Argon.

I'm assuming this is referring to mixed helium sold for balloons.

Anyway it's highly unlikely pure nitrogen or argon would be heavily regulated or outlawed due to their common usages. And adding oxygen to them is just as infeasible as regulating it.

No. You don't need to preemptively buy any.

While I agree this should be true, it depends on where you live. It's already restricted in Canada & I'm sure other countries as well.
