Imagine if once you turned 18 your parents wouldn't be obligated to pay for your air anymore. They can just cut it off and it's perfectly legal. You'll have to earn your air. If you don't you'll start suffocating, and suddenly an ambulance shows up. But it's too late, most likely you already have irreversible brain damage, but they will do their best to keep you alive. They'll put your air back, and keep you hooked up to some machine in a coma until your body gives out. Other people who still can afford air will have to pay for yours too.

But hey, maybe your brain wakes up and suddenly you can play the piano or do math in your head really well. Or you wake up mentally and mentally disabled and others will keep up the illusion that you're earning your air fair and square while doing some repetitive bullshit work until your damaged body and mind gives out way before you retire.

Or you can commit a horrific crime and get free air but you'll be locked up.

Heh, don't give them any ideas! Seriously though if privately owning and monetizing Earths air was possible, it would happen straight away. It honestly wouldn't be suprising if the powers that be haven't already thought about it. The only reason it hasn't been done already is because it's not practical.

Some people would think like that, but not everyone would keep up the illusion. The polar opposite "crowd" would shame you and label you as lazy because you are incapable of earning your own air. There would probably be people berating you by saying: "Well if you can't afford air then you don't need it!" or if you're unhappy with having to earn the privilege to breathe: "You're not entitled to air!" You might guess what this is a reference to...

Youd probably have companies contacting you offering you air that you can take then pay back over a few years but over the long run you will end up giving more air back than you originally had to borrow. If you refused this air loan the government would step in and put you on a ventilator that gives you just enough oxygen to get by on.
