Why couldnt you stand up? Hell, you could even kneel up. Anyway, seems to was successful - or perhaps the rope dropped lower, or even lowered by the police person?
From what I have read,and the videos I've seen,I think you're correct.
When the arms involuntarily go like that,you have a split second to realise what you've done. It's game over. A person would find thamselves unable to stand from that moment

It's a nano second preceeding unconsciousness,iirc.

Thats how its done. Even if you constrict the artery perfectly on your first try you wont pass out immediately, and your body will naturally thrash about unconsciously so there'll always be the possibility of getting up.
It will take full suspension to eliminate the possibility of standing back up again.
Yes, I get you - obviously that requires that going unconscious happens quickly. If you start and discomfort and the survival instinct kicks in before then you have the ability to stand up.
