Why does some threads Locked and labeled as " Not Open For Future Discuss " ?

I guess that after all, it's up to the moderators which threads people are allowed to reply to. Some of the threads in the sticky threads part of the suicide discussion are locked as those threads are to inform people about suicide method related information rather than to be a discussion.
