On the tank of nitrogen there is a dust cap. Keep in mind I really don't know much about these cylinders other than to ctb and haven't seen pictures of anyone else having this inserted into their tank and have seen cautious warnings if it exploding possibly in your face. the question is there anything special to do to in effort to remove it aside from gently taking it out? The purity as a side note is UN1066

Are you sure this is the output hole? I can't see any thread on it. The ones I used usually had a thread on the outside to mount the pressure reducer using a nut.

Do you have photos showing it from other angles? Do you have a pressure reducer, snd if so, would it fit there? Don't open the valve without a firmly attached pressure reducer.

It is there to reduce the gradual loss of the gas. The knob on top of the cylinder is the main thing at this point as it controls the gas flowing on or off. You need a flowmeter, and once you have the correct one, you can remove the cap (make sure the knob is in the closed position), then after the flowmeter is fixed properly, you can twist the knob slightly to the open position for the gas to release.
It is important to use a flowmeter as it not only controls the rate of flow of the gas but also provides another door to restrict the gas from flowing out uncontrolled.
