Most successful ways to CTB in New Zealand (NZ)?

(DID system here) We've been hoping to get SN but it's only available to researchers and schools with special approval. If anyone has any ideas on how to get it that would be ideal.

Otherwise, what are the most successful and low-failure rate of CTB in New Zealand (NZ)?
