Help Knot attached to a support "pillar"

I found these images posted on a board quite sometime ago, I'm curious on how I could tie the knot attached to the clothing bar for... research purposes, any help would be appreciated.

A bar like this isn't necessarily reliable. You might wanna think about hanging at a door knob.

The link noted does not address what sort of knot the base should be, only what knot the ligature would be.
