Is the forum having bugs?

I just found a bug that prevents me from publishing a post directly in any forum (at first I thought I had been given a sanction or something), but I realize that no, it just seems to be a bug, has anyone else noticed it? same?

i think if you scroll down the text box is now at the bottom of the page
