Probably yes. But one has to be very good in chemistry and have the necessary tools and safety/plan equipment which is not that simple all the time.

It is a very simple and basic formula, when sodium touches nitrate, and oxygens, the molecule is created. Chemistry is all about safety protocols and equipment to protect against fumes, there is nothing else to it. Read introductory to chemistry to learn all about safety.

If you have the equipment and knowledge to do that, you would probably find it easier to buy Sn legally, for "scientific" purposes.
