I own a chimney starter and have a mini grill and charcoal briquettes coming. If I were to light the coal in a small room on the chimney starter and the mini grill and just inhale the fumes what would happen? would my eyes and throat burn and I wouldn't go unconscious? Do I light the charcoal outside first? I looked at instructions and I'm still not sure how. can somebody please give info on how to do this correctly I need to do this soon.

My understanding is the charcoal must be burnt outside until it's completely white, then moved inside. It gives off CO when it's white.

Briefly, you won't be able to CTB when the coal is burning. You will be coughing and your eyes will be sore.
I guess you are a non-smoker because smokers know what happens if fumes appear in your eyes lol.
You won't simply handle that.
Charcoal should be burnt outside until it is gray or inside if there is a place where fumes won't spread.

If one goes with this method, how do you ensure proper fire safety so that you don't start a fire? How do you deal with alarms or sprinklers? Can you still use this method if you live in an apartment, or should you look into other methods that would not risk endangering others in the same building?

Proper fire safety means starting a fire where it could not spread further. Best way outside of course. Concerning alarms, you will have to cover all possible detectors or the best thing - just remove. In any circumstances, do not use co method if you live with somebody else. It is extremely dangerous to others. If you live alone, I mean have your own house, make sure you warn the police or ambulance about carbon monoxide in the house when they step in!
