So I was out earlier and I tried to go onto the app with my mobile data on but, It didn't work so, can this app/website only be used with like WiFi?

No, it also works in 4G, have you tried restarting your phone?

Some phones have mobile data saving modes where you have to explicitly allow an app to run while that Mode is active. maybe you have something like that enabled.
